What is the meaning of forbidding remittance at 4/2. I do not know what remittances are being referred to.
The Governor should be asked to explain. The only question that could have arisen on this point is whether Mr Gibbons is entitled to the privileges in this respect enjoyed by the Civil Service.

Considering CPL 2. June that Mr Subhouse is appointed only for a term, I am not sure that he is unreasonable in expecting full pay, at least from the date of embarkation.
I request the Governor to inform Mr Schbout that he should address forward any communications for his office through the Governor. Mr Settons asked me before leaving England whom he should address in this office, apparently supposing that he was to be in direct communication with the office on the business of his own appointment. I told him that as a general rule he would not be expected to communicate with this office directly, but that if he had any special communication to make, it should be made through the Governor.

It would not be according to Colonial Regulations. But his is an exceptional case and I think there is something in his contention that he is hired by time like a cabman.
